Changes made to jb2 to make jb2b

1. Changed Sky to test3 by Neil Manke. (written permission received) Neil has requested that if anyone else would like to use this sky that they please write him to obtain permission.  His webpage can be found at http://www.planethalflife.com/manke and his email is neil@wkpowerlink.com
2. Changed jail release buttons from func_button to func_jail_button for JB 2.0+ compatibility.
3. Added sunlight to the map.
4. Changed the button textures.
5. Aligned many textures on doors and walls.
6. Added _minlight to many entities (needed due to sunlight)
7. Colorized (lightly) the light entities in the armories.
8. Made the jail release message target_speaker reliable (won't get drowned out)
9. Added custom executions.
10.  Fixed the Turrets at the blue base.  The Rocket and Machine gun turret's bases where angled backwards causing the player to not be able to jump off the turret.
11.  The rocket and MG turrets between the bases where not symetrical.  I made them both match the setup of the originals blue base set.  Rocket turret on left, MG on right.
12. Added Ambient sounds to the map.
13. Added lights to the dark areas by the front windows of the bases.
14. Original Item in the bases was not equal.  I equaled the items and used a team feature to some.
15. Teamed up the Quad with 3 other items in center spawn point.
16. Killed the HOM in the blue base when looking from the RG armory towards the front of the base.
